Tees Valley Authority Seeks Independent Advisors To Oversee Conduct

The Tees Valley Combined Authority (TVCA) is seeking to appoint "Independent Persons" to oversee its governance and maintain high standards of conduct among its members.

The successful candidates will serve a four-year term, providing impartial views on standards matters and the investigation of complaints against elected members. The TVCA, which oversees economic development for five local authorities in North East England—Darlington, Hartlepool, Middlesbrough, Redcar & Cleveland, and Stockton-on-Tees—is currently working to strengthen its transparency and accountability frameworks.

The role involves consulting on whether to investigate formal complaints and offering objective advice before final decisions are reached. This external oversight is intended to provide an additional layer of assurance to the public regarding the authority’s decision-making processes.

Tees Valley Mayor Ben Houchen said: “We are delivering major investment and opportunity across our region, and it is essential that everything we do is underpinned by strong, transparent and good governance. Independent Persons bring valuable external perspective and challenge, helping us maintain the highest standards as we continue to grow and improve.”

The recruitment comes as the TVCA continues a programme of operational improvements following recent scrutiny of its delivery models and regional partnerships.

The position is suited to individuals with a background in law, governance, or regulation, such as judges, magistrates, or those experienced in investigating complaints. While prior experience in standards work is beneficial, the authority has indicated that it prioritises integrity, fairness, and the ability to provide constructive, independent input.

The role is part-time and carries a £2,000 annual retainer allowance, in addition to the reimbursement of travel and subsistence expenses. Applications for the positions remain open until Tuesday, 26 May.
